French Presidency programme

Programme of the Presidency Trio

The incoming Presidency Trio, bringing together France, Czechia and Sweden, will run from 1st January 2022 to 30th June 2023. France holds the Presidency in the first half of 2022, followed by Czechia (July-December 2022) and Sweden (January-June 2023). The Trio countries will work in close cooperation with European Statistical System members and with all our partners.

The Presidency Trio will follow up on the work of the preceding presidencies, with the overall objective to provide high quality and relevant European statistics in accordance with Regulation (EC) 223/2009 on European statistics and guided by the European Statistics Code of Practice. The Presidency Trio will aim at promoting the value of official statistics and continuing the modernization of the European Statistical System taking into account the challenges and innovations coming from the Covid-19 crisis.

The Presidency Trio will further aim at responding adequately to a broad range of users’ needs and taking full advantage of the opportunities offered by new data sources and technologies while ensuring secured, transparent and reliable data.

Recognizing the importance to ensure access to data, the Presidency Trio will further aim that new European data regulations take into account the specific needs of official statistics.

Programme of the FRENCH PRESIDENCY

The main themes of the French programme are set out in the Presidency Trio programme. In this regard, the French Presidency will aim that the revision of the legislative framework takes into account the specific needs of official statistics, especially concerning access to private data. The French Presidency will also actively support the revisions of regulations required for the monitoring of the Green Deal and for meeting new user needs.

The French Presidency will continue the previous Presidencies’ work to negotiate at the Council and European Parliament level on the proposal for a Regulation of the European Parliament and of the Council on Statistics on Agricultural Input and Output and repealing Regulations (EC) No 1165/2008, (EC) No 543/2009, (EC) No 1185/2009 and Council Directive 96/COM/2021/37 final.

The French Presidency is expecting the following new legislative dossier to be dealt with by the Council Working Party on Statistics :

  • Proposal for a Regulation of the European Parliament and of the Council amending Regulation (EU) 549/2013 on the European System of National and Regional Accounts.

The French Presidency will follow with special attention the legislative proceeding of non-statistical dossiers (Data Act and ePrivacy) with possible implications for European statistics.

The French Presidency will contribute to the discussions within the European Statistical System concerning a potential revision of the Regulation (EC) 223/2009 on European statistics, which might in particular complement new data regulations. The high-level event to be organised by the French Presidency will provide an opportunity to discuss key issues that might address a potential revision of the Regulation (EC) 223/2009 on European statistics. The event to be held in Lyon is scheduled 7th April pm and 8th April am.
